Planning and Contaminated Land

 

The last six months have seen lots of changes and proposed changes to how contaminated land is dealt with through the various planning frameworks, including changes to the Environmental Planning and Assessment Act and State Environmental Planning Policy 55 (‘SEPP55’). The Updated Site Auditor Guidelines now also include a requirement for auditors to demonstrate they have access to a support team with particular expertise in statutory and environmental planning where they are not an expert.

In the March Technical Seminar, three presenters will discuss these changes and what they mean for us as contaminated land consultants:

Sarah Mansfield will provide an overview of the planning system, the proposed changes to SEPP 55, and discuss the implications of the proposed changes. Sarah is a Senior Associate at Norton Rose Fulbright and specialises in environment and planning. Sarah has extensive transactional, litigation and advisory experience and advises and acts for government authorities, land owners, developers and financial institutions on matters related to contaminated land, pollution, waste, vegetation and planning and environmental approvals.

Phillippa Biswell will discuss contaminated land planning requirements from a local authority perspective. Phillippa is an Environmental Protection Officer at Sutherland Shire Council with a background in contamination assessment and remediation. Phillippa has a masters degree in Environmental Management from the University of NSW and has worked as an Environmental Protection Officer at Sutherland Shire Council since 2004.

Margaret Kirton and Mark Schofield work in the Policy and Communications team in the Department of Planning and Environment. Margaret and Mark will provide an overview of the proposed changes to SEPP55 and what they mean for consultants. Both Margaret and Mark have been heavily involved in developing the proposed changes and coordinating the comments received.
